Homes Victoria was reported to be leasing private dwellings directly from builders on five-year terms with guaranteed annual rent rises of 5 per cent, targeting three-bedroom homes in western and inner Melbourne suburbs. The social housing waiting list had passed 61,500. PIPA argued the agency was drawing stock out of the private rental pool instead of tackling the land tax and tenancy settings driving owners to sell.
