PIPA chair Nicola McDougall said she had a better chance of winning Lotto than the government had of delivering 1.2 million homes over five years, with net overseas migration of 550,000 in the year to September 2023 adding to the shortfall. New home sales in the March quarter remained more than 40 per cent below the same period in 2021, and commentators nominated Brisbane and Adelaide as the strongest prospects.
