Tax director David Montani questioned claims that limiting negative gearing would lift rents, noting that when the 1985 to 1987 quarantining rules were reversed, rents rose only in Sydney and Perth while falling in Brisbane and Adelaide. He also argued that with 93 per cent of investor lending going to established homes, the concession did little for supply, and called for broader tax reform instead.
